Updated plans

Freshwater Group, which has owned the Tenter House site for 57 years, is bringing forward an exciting new development delivering high-quality offices and improved public spaces for Moorgate.

Planning permission to redevelop Tenter House was granted in 2020. Updated plans were produced in 2023 and received planning permission from the City of London in 2024. The 2024 plans provide:

Office

A new 21 storey office building to provide high-quality, flexible and sustainable office space

A larger and more accessible retail unit

A more elegant and less obtrusive building, which respects statutory views of St Pauls and Westminster Pier

Significant improvements to the public spaces around City Point Plaza, with more substantial garden areas including trees and shrubs

A more sustainable building, through improved thermal performance of the cladding and a more sustainable air conditioning system

Since the approval of our updated application for Tenter House in 2024, we have identified opportunities to make minor adjustments to the structure of the proposed building, moving from concrete to steel.

In order to do so, we will shortly be submitting a Non-Material Amendment (NMA) application to the City of London, which allows for small, technical updates to an approved planning permission. The proposed change from concrete to steel is minor in nature and will not lead to any effective changes on any of the following aspects of the plans.

  • The future use of the building, including the retail provision
  • Design details, including height & massing
  • Sustainability and environmental performance
  • Public spaces
  • Construction methods, timings and vehicular movements

This proposed change would not affect the plaza works due to start in February 2026.

Under the Town and Country Planning Act, a local authority can permit changes to a planning permission that has already been granted, provided that this change is not material. To allow a Non-Material Amendment, the planning authority must be satisfied that the effect of the change does not materially alter the development’s appearance, impact or scale. Examples of non-material amendments might include minor changes to layout or finishes.

In the case of Tenter House, the proposed change would not be visible.
